HERE'S A GREAT TIP!
I've been following this dog trainer for a long time (I love her books!) and was really psyched to see that she has a video up now about this.
It's only a couple minutes long but it's really helpful.

Our chihuahua Katie …
Our chihuahua Katie does the same thing with Potty Pads. She always pees in the corner.
She also does what we have affectionately come to know as “The poopy dance”, when it’s time for #2. She flips out in a circle before doing her business. After she’s done, she walks a foot or two away and kicks her back legs. Like she’s covering it with imaginary sand or something.
Chihuahua’s are a strange, yet awesome breed!

Lol aww izzy remind me of my old chihuahua . she would ALways go in a circle then poo. like Com’on now!! Lol. and when they finish they walk for about two meters away and kick back . Lol “Like darn it your On the cement!!”

Those pads don’t work. It confuses the pup on where to relieve itself. Any animal, dog or cat, should be allowed some time outdoors to explore and if needed, relieve itself.
